Probably not too young .. Not sure about the speed of maturation of girls, but I'm a boy and I masturbate when I was 13 years. It feels good, but whenever you do, not as good as before. I am not saying that it could in all, but only in moderation, like once a week or two. If you too, you do not feel good when you are actually in a sexual situation with a partner, and will be disappointing, so be careful.
