No, certainly no match for the design. I do not know how the PCT. However, if submitted to a U.S. patent application, which ultimately submitted a license application abroad, since they are his permission to use the invention in other applications known in other countries. But it is a form letter with some platitudes about it. Your request will be eventually published. Again, I am less familiar with the PCT procedure, but 18 or more months after the filing date.
